Crete Still Talking About Golf Carts

Crete village officials last week continued discussion about legalizing the use of golf carts on local streets. Focus was on how they would be licensed and inspected, registered and regulated, and where they could and couldn’t travel.
While village officials are in favor of investigating how it can work – or not work – for Crete, no decision has been made.
During their regular meeting on December 13, the board reviewed notes from Trustee John Phelan from a teleconference phone call he shared about golf carts with Police Chief Scott Pieritz, Village President Michael Einhorn, Manteno Mayor Timothy Nugent, and Manteno Police Chief Alan Swinford. Key points of the conversation, he said, included that Manteno has has an ordinance in place allowing golf carts since 2007. Manteno currently has a population of 9,200, with 500 golf carts registered.
“People in the community love the golf carts,” Phelan noted, for many reasons, including increase camaraderie, the sense of freedom on summer nights, increased business for downtown – especially the ice cream shop – and increased attendance at community and youth sporting events.
Manteno officials said there never has been an accident between a golf cart and another vehicle there, although “a handful of DUIs have been issued, typically if a golf cart crashed onto property.”
When issued a license, Manteno officials said, the golf cart is assigned a numbered placard (a slow-moving vehicle triangle). Placards make it easy to identify the owner. At the present time, people in a section of Manteno west of I-57 cannot drive to the downtown area. Plans are in process to add a wider pedestrian lane allowing golf carts when the overpass is replaced.
“We asked if there was anything they regretted or would do differently,” Phelan continued in his notes.
“They wish they had not allowed vehicles (like Gators) going faster than 25-mph. They are glad they allowed six-passenger golf carts (as) many people have them. They prohibited connection of trailers to golf carts after the initial ordinance adoption.”
In discussion during and after the teleconference, several issues were considered with regard to Crete:
  • The ordinance needs to be clear golf carts must follow all traffic laws, including one-way signs.
  • The ordinance needs to be clear privately owned golf carts are not allowed on golf courses or paths without the owner’s permission.
  • To be more inclusive of the people living on Exchange, Main, and Steger Road, Crete may want to consider a distinct color placard for those residents so police can easily identify if a golf cart can drive on a sidewalk.
  • Accessibility from the northeast side remains an issue. This easily can be addressed if golf carts are allowed on the Crete Bike Trail. However, use of the trail may not be allowable, depending upon the trail funding parties. Alternatively, Crete could research allowing the carts to legally drive on the wide shoulders of Exchange Road between Crete and Douglas Roads. There are potential obstacles, as the speed limit on Exchange exceeds 35-mph in these sections, and it is a county road. 
Additional discussion and research is expected before Crete officials reach a decision on the issue.
